Detailed Engineering Design for Rehabilitation of Selected Road Links in Lebanon   Lot 6 (Caza of Baalbek- Hermel) &  Lot 5 (Caza of Batroun- Bcharre- Koura- Tripoli)

Narrative Description
of Project

The project aims at carrying out a program of activities to rehabilitate, upgrade and maintain primary, secondary and tertiary roads, including road safety and spot improvements. The project includes safety audits, full pavement analysis design operation to determine the preferred rehabilitation option. Preparation of designs, cost estimate and the required bidding documents for the works.

Description of Actual Services Provided

The actual services consist of preparation of detailed engineering drawings and the tender documents. Updating the different specifications of the project components and the preparation for an ESMP to bring into focus all the environmental and social aspects that could affect directly and indirectly the project area and the society.

The works includes the following items:

Masonry retaining walls/Footwalls construction and re-construction.

  • Pavement reconstruction (aggregate base course, bituminous base course, … )
  • Pavement rehabilitation (Milling & Overlay, Deep & shallow pothole patching, crack sealing.
  • Structural concrete repair
  • Sidewalk repairs and construction.
  • At Grade Pedestrian Crossings
  • Improvement of the median barrier (construction and repairs).
  • Median/Side lighting system repair and all related electrical and civil works.
  • Road marking & signing.
  • Storm water drainage improvement (construction and repairs).
  • Safety barriers: New Jersey/ Texas barriers and steel guard rail.
  • Relocation/Expansion/repair of existing utilities as applicable.
  • Other ancillary and associated works including traffic management during
  • construction, reinstatement of roads disturbed by the works and tapering to the existing roads as necessary.

The specific objectives of the ESMP are to:

  1. Establish an environmental and socio-economic baseline
  2. Set the Legal, Institutional, Standards & Policies Frameworks
  3. Conduct an inclusive public consultation session that takes into consideration the views of PAPs to feed into project design
  4. Identify potential social and environmental impacts caused by the project
  5. Manage the various environmental and social impacts by specifying several project specific mitigation measures, as stated in the Environmental and Social Management Framework (ESMF) document prepared by CDR;
  6. Achieve feasible and applicable mitigation measures during all the project’s phases;
  7. Provide appropriate compensation for any loss caused by project implementation;
  8. Emphasize, improve, and enhance the positive outcomes of the project;
  9. Guide on creating short term jobs for communities within a gender workforce equality environment;
  10. Identify the responsible authorities and assign roles for different organizations in the efficient implementation of this ESMP.
  11. Ensure transparency throughout the project preparation and implementation
  12. Implement a robust GRM that is clearly communicated to all project-affected people.
