Narrative Description
of Project

The principal aim of the project is to develop an e-Government Transformation Strategic Plan for the General Directorate of Information Technology & Security in the Ministry of National Guard, to improve its business services and functions, which incorporates the optimal use of Information and Communication Technologies (ICT). The ultimate objective of the Plan is to comply with the main government need of becoming more citizen-oriented, service focused, efficient, and process driven.

The Plan is mainly focused on:

  • Aligning MoNG Business and ICT strategies, describing the optimized business functions/operations and optimized interrelationships between business processes and underlying infrastructure using TOGAF 9 Enterprise Architecture framework.
  • Improving business processes, connecting to users (through e-Services) and building standard interactions/integrations within the MONG and across the Ministries.
  • Providing opportunities to improve the quality of service to the clients and the government functions such as delivery of services, simplified business processes and streamlined government operations.

Description of Actual Services Provided

The scope of work included:

  • Establish Enterprise Architecture (EA) Office including:
    • Architecture Vision
    • Architecture Requirements
    • As-Is and To-Be Architecture
    • Gap analysis, opportunities and solutions
    • Migration Plan – Architecture Roadmap
    • Implementation Governance
    • Architecture Change Management
  • Develop SW Development Life Cycle (SDLC) Framework
  • Develop IT Service Request Management Process & Catalogue
  • Implement ITIL Change Management
  • Certification Training: TOGAF 9, COBIT 5, ITIL
