Administration development project: Strategic planning for the Government of Lebanon Technical Assistance

of Project

The Office of the Minister of State for Administrative Reform (OMSAR), in the process of developing a methodology used towards strategic and operational planning for all Ministries and Public Agencies, undertook to implement a capacity building project to develop standards and guidelines to a limited number of ministries, and has assigned this project to TEAM International.

The Ministries are:

Ministry of Social Affairs, Ministry of Tourism, Ministry of Public Health, Ministry of Industry, Ministry of Finance, Ministry of Agriculture and the Ministry of Environment.

Description of Actual Services Provided

The specific objectives of the project were:

  • Increase awareness of and commitment among Lebanese Public Sector stakeholders to strategic planning to support national development and improved service delivery.
  • Develop a standardized mechanism and guidelines to support strategic planning.
  • Ensure a coordinated and coherent approach to the planning, development and deployment of resources.
  • Identify the detailed outcomes, indicators of success, activities, schedule, personnel requirements, monitoring and evaluation procedures.

The scope of work included:

  • Comprehensive review of all relevant government guidance, legislations and documents related to Planning.
  • Identify current strategic planning practices in the Lebanese Public Administration.
  • Research International Best Practices and draw lessons learned.
  • Carryout PESTEL/SWOT/ stakeholders analysis of the strategic planning at each Ministry.
  • Outlining the standards, methodologies and guidelines for instituting strategic planning practices.
  • Creating an operational strategic Planning Unit at the 7 Ministries.
  • Delivering several workshops to the strategic teams, within the seven ministries, on Strategic Planning Methodology Implementation.
