Construction Supervision Services for the Rehabilitation of Selected Road Links in Lebanon, Lot: 6 Hermel and Baalbeck

Narrative Description
of Project

This project covered 8 road links in the Cazas of Baalbek and Hermel with a total length of 84.19 km. Works related to this project are financed by the World Bank and consist of road and bridges rehabilitation.

The Consultant shall develop a Project Management Plan to be adopted and implemented during the execution of sub-projects under the contract, which will be composed of 3 main phases: Preconstruction or tendering stage, construction stage and defects liability stage.

Description of Actual Services Provided

The services to be provided by the Consultant shall include, but shall not be limited to:

  • Assist in the review of tenders for construction works.
  • Review of the detailed construction designs and drawings and provide comments and recommendations for design changes and improvements and ensuring optimization of labor content, if required.
  • Ensure that all documentation for land expropriation have been processed, if any.
  • Prepare initial site-handing over certificate in accordance with contract provisions.
  • Review and approve the Contractor’s and his sub-contractors’, if any, Work Program including equipment, work force including management and support staff necessary to execute the project.
  • Supervise the construction works.
  • Prepare and submit to CDR Monthly Progress Reports MPR detailing monthly planned, actual and accumulative progress to-date by activity as well as overall progress under induvial sub project(s).
  • Prepare and submit to CDR, as Annex to the MPR above, Monthly Progress Report for compliance of, or lack of, Safeguards issues including Environmental, Social issues, Occupational Health and Safety issues by the Contractor and his sub-contractors.
  • Progress monitoring (including compliance with Social and Environmental Safeguards as indicted under the ESMPs) and reporting (including generated work days disaggregated by type of job, gender, location and nationality of worker.
  • Ensure that the contractor protects antiquities affected by construction works.
  • Prepare, monitor and maintain cost estimates and planning schedules Coordinate among contractors, and contractors’ work if needed.
  • Manage claims and variation in consultations with the Employer.
  • Certify contractors’ monthly and progress payment certificates.
  • Ensure that as-built drawings are prepared, operation & maintenance manuals reviewed & updated.
  • Administer the construction contract.
  • Conduct Project Development Objective Indicators study.
  • Supervise rectification of defects during the defects liability period.
  • Certify completion certificate in accordance with contract provisions.
