Narrative Description
of Project

This project covers:

Study existing key services and processes of the directorates at MOE; Analyze the processes of these directorates as needed for streamlining and re-engineering; Develop and Update process maps and standard operating procedures (SOPs). The project includes providing the necessary support to MOE on the final outputs.

Description of Actual Services Provided

The project scope of work includes activities to capture the current state of MOE processes in the selected directorates, to improve policies and systems that comply with Quality Management standard ISO 9001, and strengthening the Institutional Performance Department (IPD), as follows:

Review the Current Situation

As Is Study; Review and analyze current business processes and services in the identified directorates.

The analysis includes:

  • Process mapping in the AS-Is stage for processes and services in the mentioned directorates.
  • Identify and prioritize opportunities for improvement of processes and services.

Development of the Business process reengineering framework and the implementation of the To-Be stage

Develop the business process reengineering (BPR) framework to be aligned with MOE policies, providing a detailed To-Be study of the new or simplified processes by iterating and validating the departments’ objectives, including the roles and responsibilities of institutional structures.
