Enhancing Employability for Youth in Ninawa – Iraq

Narrative Description
of Project

UNESCO, with funding from the Korean International Cooperation Agency (KOICA) is implementing a project to increase the income of youth and household Iraq through enhancing employability of graduates in relevant economic sectors, meeting the needs of the labor market in Ninawa.

The project support three Centers of Vocational Excellence (CoVE):

  • Ninawa Agriculture School
  • Intissa Commercial School
  • Mosul Vocational Training Centre

In this context, the project aims to improve the vocational training infrastructure and curriculum, based on the identified sectors from the Labor Market Assessment and Private Sector Mapping in Mosul, and has allocated this project to TEAM International.

Project Objective

The objective of the project is to implement the activities of reviewing the existing competency-based training (CBT) course modules and training materials, and upgrade and develop competency-based curriculum, to implement the below two main activities:

  1. Reviewing of existing Competency Based Training (CBT) course modules and training materials, and upgrade.
  2. Development of competency-based curriculum for (2 occupation – 3 level – 3 sectors).

Description of Actual Services Provided

The duties are:

  • Review of existing CBT course modules and training materials from the Ministry of Labor and Social Affairs, and upgrade modules and training materials up to date (total of 12)
  • Identify and select two occupations from three sectors (based on the Labor Market Assessment and Private Sector Mapping in Mosul, which was conducted and completed in 2023 by the Project).
  • Review and edit existing curricula, including assessment standards and tasks in three sectors
  • Review and edit existing teaching materials, including assessment standards and tasks in three sectors.
  • Formulate and train the Curriculum Development Committee (developers) with the government stakeholders.
  • Develop the full set of teaching and learning materials of Competency Based Curriculum (2 occupation – 3 level – 3 sector) based on the Technical Vocational Qualification Framework
    • Level 2 Certificates in three sectors
    • Level 3 Certificates in three sectors
    • Level 4 Certificates in three sectors

The selected three sectors according to the Labor Market Assessment report are:

    • Information and communication
    • Transport and storage
    • Renewable Energy
  • Delivery of subject specific ToT to instructors to deliver the newly developed curricula (between 20 to 30 instructors).
