Establishing ToR for child-friendly hearing spaces in six Palaces of Justice in six Governorates

of Project

The UNICEF Child Protection Program with the Government of Lebanon (GoL) and the support of the European Union (EU) aims to strengthen the child protection system to better prevent and respond to all forms of abuse, exploitation, violence and neglect towards children. Central to this is ensuring that children in contact with the law are afforded special attention in the justice system.

To minimize the challenges that children face because of their participation in judicial proceedings, and to build their confidence in the justice system, UNICEF is supporting the Ministry of Justice (MoJ) to strengthen the justice system in the way it deals with children in contact with the law.

To that extent, child-friendly hearing rooms are being established, to provide children in contact with judicial proceedings with access to a separate, dedicated space within the Palace of Justice of Nabatiyeh. The child-friendly hearing facility at the NPJ, was decided to be located above an existing light structure adjacent to the NPJ, but without any contact with existing light structure used as a cafeteria. The hearing room is to be accessed from the adjacent existing building. The final product should fit within the available space without disturbing neither the adjacent existing building nor the existing cafeteria. The trees in the vicinity should be preserved.

Description of Actual Services Provided

The finished level of the hearing room should match the level of the existing building from which the hearing room will be accessed through a door to be installed as a replacement to the existing widow. The scope includes performing all the required site investigations, including but not limited to:

  1. Topographic surveys
  2. Soil investigation required to support foundations design
  3. Existing water and sanitary networks of the existing building to connect to the hearing room for water supply and sewerage disposal
  4. Ditto power supply
  5. Ditto telephony and other low current connections.

The final product is a pre-engineered light structure that conforms to the norms and international standards.
