Narrative Description
of Project

The government of Yemen is implementing under CSMP a long-term strategy for modernization and development of the Public Administration. This projects, as part of the whole PA reform, has as objectives:

  • To develop an efficient policy on description and classification of civil service posts, based on a clear vision and sound concepts, principles and criteria.
  • To prepare a comprehensive standard system for description and classification of civil service posts, in the light of the developed policy, to form, afterwards, a basis and guide for the Administrative Units in setting up their own systems that are compatible with their circumstances.
  • To set up an integrated concept of the mechanisms of approving, executing and following up promotion and use of the system.

Description of Actual Services Provided

The scope of services undertaken by Team International included the following activities and steps:

  1. Formulating methodologies for and developing standardized frameworks for Job Descriptions and Specifications, Job Analysis and Organizational Structures for the Public Administration, to cover:
    • Identification of the data use.
    • Reviewing relevant background information.
    • Designing process framework.
    • Selecting standard jobs to be analyzed.
    • Designing questionnaire, collecting and analyzing data, reviewing this data with job incumbents.
  2. Preparing standard Job Descriptions and Job Specifications.
  3. Conducting job evaluations and classification by using quantitative methods to group the jobs into number of grades or classifications.
  4. Delivering awareness training to present the new systems and the contents of the manual.
  5. Preparing an implementation plan and an evaluation process towards improvement.
  6. Drafting the decrees and memos necessary for approving the system by the concerned authorities.
