Narrative Description of Project:

The main objective of this study is to support the Board for Investment (BOI – Iraq) in conducting a comprehensive mapping of the investment licensing processes, including land allocation to identify bottlenecks and to suggest ways to streamline the process based on international best practices.

Description of Actual Services Provided

The services provided include, inter alia:

  • Identify all relevant government agencies participating in the licensing process.
  • Map all the steps of the licensing process as handled by the different departments at BOI, and the General Directorate of Investment.
  • Map the process conducted by all other government agencies at national or sub-national levels related to the licensing process (related ministries; Tourism, Health, Agriculture, Industry, Social and Labor Affairs, Education, Housing, concerned municipality, and departments of civil defense, environment, archeology, electricity, water and sewage, income tax, and relevant entities).
  • Identify the legal instruments that serve as basis for the different steps in the licensing process.
  • Identify the specific steps that are not covered by any legal instrument (gap analysis exercise).
  • Assess the land allocation process within all relevant government agencies (Ministry of Finance, Ministry of Agriculture, Municipalities).
  • Provide case study of the licensing process in the following sectors: renewable energy, construction materials, livestock and dairy, and fruits and vegetables.
  • Provide recommendations for streamlining and improving the investment licensing and land allocation process and related legal basis based on best international practices in investment.
