Narrative Description
of Project

This project, entitled “Support for the modernization of the Cadastral and Land Administration Affairs (DGAF) – Lebanon”, carried out by Expertise France (EF), and financed by the French Development Agency (AFD) for an amount of € 1,200,000, is addressed to audit and evaluate at Mid-term (first year) the project. This evaluation carried out by TEAM International aims to review, audit and evaluate the work carried out and the deliverables provided, suggesting recommendations allowing to guide the second year of the implementation of the project. The final report intends to highlight the result of the evaluation addressed to EF, the beneficiary of the project, as well as all the actors and stakeholders involved. A final report integrating the remarks, comments and recommendations is prepared covering the work carried out during the first year of the project.

Description of Actual Services Provided

A preliminary report and a final report are the two deliverables of the FEXTE Lebanon project presented, comprising the following elements:

  • A clear presentation of the strengths and weaknesses of the project (SWOT), as well as the identification of the causes of these strengths and weaknesses. This covers all the fields of the evaluation (relevance, effectiveness, efficiency, results).
  • A presentation of the way in which the project supports the DGAF in its activities and the positioning of the project in relation to its specific objectives.
  • A review of the action plan with adaptation or modification proposals.
  • A conclusion and recommendations that provide the lessons to be drawn from the first year of project implementation (strengths, difficulties, opportunities, etc.) and recommendations for the second year of the project, in order to maximize its impacts and sustainability .
