of Project

The objective of this study is:

To build a comprehensive picture on the MSMEs structure, trend, business dynamics, challenges and opportunities through up-to-date, reliable, relevant market information and analysis in order to identify the economic sectors/ sub-sectors with the highest potential to allow all actors (governmental and non-governmental) to design informed initiatives aimed at supporting private sector through MSMEs or job creation, or even inclusive growth policy.

Description of Actual Services Provided

The services provided include, inter alia:

  • Preparation of the MSMEs assessment methodology, survey design and sampling method, tools, quality assurance, risk management and detailed work plan.
  • Identifying all governmental and non-governmental stakeholders, liaising with relevant entities and business associations.
  • Desk research on previous surveys and available database and statistics, gap and needs analysis for data and IT systems.
  • Questionnaire design for formal and informal MSMEs, defining the sampling frame. The survey scope covers:
    • Number of MSME formal and informal in the country: geographical location and distribution.
    • Distribution of MSMEs by Gender of Owners
    • Level of innovation in the sector
    • Persons engaged in the MSME sector
    • MSME Investor’s profile (individuals, companies or banks)
    • MSME Research and Development status and activities
    • Staff composition and qualifications, and Training
    • Comparison of MSME to National Value Added
    • Financing of MSMEs operations and financial needs and services
    • MSMEs Expenditure structure
    • Women-led MSMEs
    • Constraints faced by MSMEs
    • Prevalence of Closure of Businesses
    • Reasons for Business Closures
  • Design the information system, including database programs, and preparation of the needed hardware and software.
  • Field survey of MSMEs in three governorates: Baghdad, Basra and Ninevah.
  • Training Programs and the implementation arrangements, including:
    • The recruitment of the human resources/surveyors.
    • Develop training manual in both English and Arabic.
    • Conduct training sessions for the surveyors under the leadership of SCO
    • Design operation/execution plan, the operation pathway at the district/sub district level.
  • Data processing and uploading into the database.
  • Preparation and launching a communication campaign to implement outreach activities.
  • Preparation of recommendations and final report.
