Narrative Description of Project

The Port Cities Development Program – Aden Administrative Modernization and Capacity Building Project for Aden, financed by the World Bank, aims at developing the main port cities of Yemen into regional economic poles by creating environments attractive to investments and to generate job opportunities. The project in Aden represented the pilot project of the Program.
The objectives of the Project include:

Increased accessibility of information on government-delivered services to investors including information on government laws, executive regulations, administrative processes, and procedures
Enhanced provision and delivery of government services to investors and citizens
Use of automation, information systems, worldwide web, and other electronic means to support and enable the above and consistent with the underlying goals.
Building capacity of Aden’s public sector to transform their role from policing to providing assistance to citizens, investors and businesses; the establishment and operation of a Aden One-Stop Investor Services Center.

Description of Actual Services Provided

The scope of services undertaken by TEAM International included the following activities implemented at five agencies dealing with investors and businesses, including Aden Free Zone, General Investment Authority, Public Works Office, General Authority of Land, Survey and Urban Planning and the Local Economic Development Department.

Review of Aden City Development Strategy and formulating an Integrated Capacity Building plan aimed at developing Aden to be the economic capital of Yemen, with a strategy to develop Aden Port as a regional trade hub and logistics center.
Documentation and Analysis of Laws / Procedures / Forms

Identification and documentation of laws, processes and procedures
Analysis of five public agencies’ service delivery processes
Analysis and recommendations for improvement of processes and forms
Design of new simplified and streamlined processes

Developing Information Brochures and Web Sites:

Design of brochures and Web sites
Installation of Web sites

ICT: Design, Development and Deployment:

Functional requirements of ICT at five agencies
Technical specifications for technical infrastructure
IS: Design and development of reengineered investor – related processes
IS: Deployment for target agencies using the new procedures.

Establishing a One-Stop Investor Services Center (ISC):

Organization design
Functional / Architecture layout design
Automated procedures
Capacity building and training

Within the scope of work of the project, TEAM International performed a legal review of the Investment Law, Free Zone Law, Customs Law, and the Lease Contracts for investments in the free zone to identify contradictory or conflicting articles as well as conformity with the requirements of the General Authority for Land, Survey and Urban Planning.

A comparative analysis of the investment laws in Yemen, Egypt, Tunisia, Jordan and Lebanon was also undertaken and recommendations were made to amend explain or rephrase the legal texts of the Yemeni Investment Law that require clarification, conciliation between various laws, and to remove any ambiguity in their interpretation.

The results were used to support the initiatives for updating and modernizing the investment law and ensure its streamlining with related laws.
