Narrative Description of Project
The Port Cities Development Program – Aden Administrative Modernization and Capacity Building Project for Aden, financed by the World Bank, aims at developing the main port cities of Yemen into regional economic poles by creating environments attractive to investments and to generate job opportunities. The project in Aden represented the pilot project of the Program.

Description of Actual Services Provided
The scope of services undertaken by TEAM International included the following activities implemented at five agencies dealing with investors and businesses, including Aden Free Zone, General Investment Authority, Public Works Office, General Authority of Land, Survey and Urban Planning and the Local Economic Development Department.
Within the scope of work of the project, TEAM International performed a legal review of the Investment Law, Free Zone Law, Customs Law, and the Lease Contracts for investments in the free zone to identify contradictory or conflicting articles as well as conformity with the requirements of the General Authority for Land, Survey and Urban Planning.
A comparative analysis of the investment laws in Yemen, Egypt, Tunisia, Jordan and Lebanon was also undertaken and recommendations were made to amend explain or rephrase the legal texts of the Yemeni Investment Law that require clarification, conciliation between various laws, and to remove any ambiguity in their interpretation.
The results were used to support the initiatives for updating and modernizing the investment law and ensure its streamlining with related laws.
