of Project

The objective of the services was the preparation of Technical and Administrative manual/specifications to provide practical guidance in Road maintenance and pavement preservation and activities and to provide useful information about methods, equipment’s and terminology to be used.

The rehabilitation manual covers maintenance management plan, pavement evaluation, and type of distresses, treatment selection and material to be used for maintenance.

This Manual complies with modern technologies and trends, as well as with the best practice in the international road maintenance practice .It also provides a solid guide for good quality of works and enables a unified approach to road maintenance activities .

The ultimate objective is to identify, approve and adopt a consistent approach to maintenance activities, leading to savings in the process and savings to all users of the road network, including reduced accident rates.

The process of the development of a Technical Manual/Specifications for Road Maintenance aims to achieve the following five important objectives:

  • Improved quality of road maintenance and operation;
  • Appropriate solutions regarding maintenance in the local context;
  • Reducing resources (Time, Human Resources and Cost) consumed in road maintenance
  • Minimizing adverse impacts to environment;

Full compatibility and harmonization with contemporary and best practice in the road sector.

Description of Actual Services Provided

  • Review documents related to road maintenance and pavement rehabilitation – prepare complete set of technical manual and specifications for all elements of the road structure, flexible and rigid including general conditions, including preparation of the rules for maintenance of the road structure, pavements, equipment and other road elements, as well as devices installed along the roadway (e.g. traffic counters, weighing stations, weather stations, intelligent transportation system, SOS system and similar, lighting systems, protection guards…), both for routine and winter maintenance. In addition, specifications for procedures regarding road protection services will be prepared.
  • Safety and Environmental considerations and principles will be embedded into maintenance principles and procedures.
  • The technical manual should cover (but not limited) the following topics
  • Road management system;
  • Maintenance type definition’s;
  • Distress type definition;
  • Pavement (flexible and rigid)condition analysis and evaluation;
  • Treatment Selection;
  • Maintenance materials
  • Supervision and quality control of road maintenance
