Narrative Description
of Project

Project entailed the  Preparation of the Strategic Plan for the “Development Authority of Makkah & the Holy Sites” (MMDA, The Client).  The services include the necessary benchmarking studies to derive best practices, performing SWOT analysis on the MMDA current situation, the Gap analysis, development of MMDA vision/mission/values, strategic initiatives with KPIs and program charters, an action plan/implementation roadmap as well as a performance management plan, in addition to specific deliverables for each of the 4 implementation planning tracks of MMDA strategic plan as follows:

Track 1: Administrative Set-up and Organization (HR development plans, organizational structures, etc.)

Track 2: Project Management (PM procedures, guidelines for the establishment of a PMO, etc.)

Track 3: ICT (IT operating model, vision for GIS applications, etc.)

Track 4: Media & Communication Strategy including awareness campaign, media & communication plans.

Description of Actual Services Provided

  1. Strategic Planning Consultancy Services
  • Review MMDA current situation.
  • Perform SWOT and PESTEL analysis.
  • Review and develop MMDA vision, mission, values.
  • Define MMDA goals and corresponding strategic objectives.
  • Define the strategic initiatives/programs/projects for each of the strategic objectives.
  • Prioritize the strategic initiatives and develop the action plan/Master Schedule over the strategic plan 5-year timeline and identify the quick wins of initiatives.
  • Identify the KPIs with their specific targets and articulate the overall performance management framework that aims at monitoring the implementation and refinement of the strategic plan over its timeline

B. Organizational / Management Consultancy Services

  • Assess current state of MMDA organizational structure, design future state organization and articulate its functional descriptions.
  • Define the manpower requirements and develop the human capital development plan.
  • Design the awareness campaign on the content of the MMDA strategic plan at various levels and through various media.
  • Develop the MMDA media and marketing plan, including social networks and various means of communication, reaching various public constituents, promoting MMDA and exposing its role and efforts.
  • Develop MMDA communication plan including the necessary procedures and processes for public relations (PR) management.
  • Design the to-be processes in relation internal and external operations.
  • Conduct IT assessment for MMDA and design the target IT operating model.
  • Conduct training needs assessment and deliver training
  • Prepare the change management plan.
