• Review and assess existing Master Plan
• Propose adequate enhancements
• Design and implement the data collection program
• Finalization of work methodology, work plan and schedule

2. System Design

• Review organization chart
• Prepare detailed documentation on all operations and processes
• Review existing hardware and software applications
• Prepare workflow documentation
• Perform system analysis, modeling and business rules

3. Preparation of Request for Proposals

• Agree on RFP structure and contents
• Prepare RFP for software

4. Supervision of Implementation

• Prepare supervision methodology and time schedule
• Supervise implementation
• Supervise commissioning and handing over
