Narrative Description
of Project

The objectives of the project are to assess and to conceive the development and implementation of ICT systems that will enhance the effectiveness and efficiency of road management. This also includes a study of a Citizens’ Roadway Reporting System (CRRS) for public outreach and communications to and from road users and adjacent communities on road conditions and issues.

The main aim of the services is to assess and identify the necessary ICT resources for effective management of road assets, as public resources, and enable provision of better quality services alongside them, thus providing safer, more efficient and more sustainable road transport.

Description of Actual Services Provided

Main tasks of the Consultant include:

  1. Examination in detail and familiarization with current status of ICT development within the KRG and overall KRG road system;
  2. Analysis of laws and regulations, also including technical regulations, of relevance for implementation of various ICT systems in the road sector, from the point of view of policy, institutional and operational implications for road management activities, and identification of any shortcomings comparing to best practice
  3. Assessing the current level of fiber optics system development and defining arrangements for its utilization through agreement with the Ministry of Communications, including the link to support the proposed ICT solutions for road asset management;
  4. Development of recommendations for implementation of ICT systems in the road management activities by setting the road map for implementing communication and surveillance systems for traffic safety monitoring, traffic volume monitoring, weight-in-motion (WIM) monitoring, axle-load enforcement, travel speed monitoring, license plate recognition (to detect illegal plates), Variable Message signs (VMS), SOS system, traffic control center, weather conditions monitoring, CRRS, free Wi-Fi access at parking and rest areas, etc., including definition of enabling conditions;
  5. Provision of recommendations on the potential suppliers/contractors working in the field of ICT systems for the road sector.
  6. Provision of necessary training and awareness for selected KRG staff in implementing ICT systems and CRRS.
