Narrative Description
of Project

The Works involved the rehabilitation of remaining works of Section R8B of the Expressway No. 1 with total length of 29 Km;
From Basra Junction to Safwan Interchange
The typical cross section of the Expressway No. 1 is a dual carriageway 6-lanes 3.75m wide each, with a 10 m wide median, in addition to 3m wide standing/emergency and 1 m wide guide lane at the edges of pavement
The scope of works comprised rehabilitation of the existing roadways, all parking areas, and relocation of encroaching vendors in resettlement areas.
Specifically the scope of the works included:
1- Repair of pavement distresses (crack sealing, potholes, resurfacing, and overlays)
2- Repair and improvement of traffic safety measures (steel guardrail with different types, shapes, sizes and location, Chain link fences, traffic signs, pavement marking, road furniture);
3- Replacement of damaged bridge bearings, expansion joints and handrail on bridges;
4- Improving resettlement areas.

Description of Actual Services Provided

The Consultant’s tasks during construction included:
• Task 1- Supervision
1- Comprehend thoroughly the scope of works and advise the RBD-PMT appropriately
2- Set up and establish the system of managerial control
3- Revise pavement rehabilitation strategies based on field inspections and measurements and propose remedies.
4- Supervise fully the construction of the works
5- Issue acceptance and/or approvals, as appropriate
6- Coordinate actions and activities
7- Monitor compliance with environmental and social impact mitigation measures
8- Assist RBD-PMT with the help of the competent authorities on the relocation of utilities
9- Liaise with representative authorities
10- Identify and locate all beacons and benchmarks for the Contractor
11- Materials approval
12- Monitor resettlement procedures
13- Keep up-to-date records
14- Prepare monthly and other periodic reports
15- Monitor Contractors labor participation
16- Collaboration with the technical auditor for the project
17- Prepare and control schedules and work programs
18- Measurement of quantities and certification of contractor’s invoices
19- Foreseeing possible problems and advise PMT appropriately
20- Claims management
21- Cost control
22- Negotiate new prices with the Contractors
23- Propose changes to the design and pavement rehabilitation strategies
24- Maintain traffic on access roads to site
25- Prepare a Supervision Manual
26- Maintain site diaries
27- Prepare Works completion reports
28- Participate in the acceptance procedures
29- Participate in the project supervision missions and coordinate meetings with the World Bank and various stakeholders
30- Secure approvals from PMT on specific issues defined in the Contract
